The introduction of security bollards will be one measure employed to reduce speeding and nuisance parking in Lancashire.
Residents in the town of Nelson have aired concerns after reports of cars speeding on Manchester Road and quad bikes mounting pavements, the BBC reported.
Locals informed the police and council figures at a recent Walverden and Cloverhill Partnerships and Communities Together (PACT) meeting.
Security bollards, to stop people mounting pavements, and traffic monitoring, will now be developed to combat the problems.
Police constable Ian Willis told the news provider: "The riders seem to have a total disregard for their own safety, as well as for pedestrians within the area, and action needed to be taken as soon as possible."
Last month residents in Swindon urgently called for security bollards at an alleyway after problems with motorists using it as a shortcut. Cars were seen driving onto the pavement, and going dangerously down the path.
