Sadly, the threat of vehicle-borne attacks due to terrorism or vandalism is always present. While vehicle security barriers cannot prevent attacks from happening, they can help to protect and control the outcome. Hostile vehicle mitigation (HVM) measures are becoming an increasingly important part of any physical security strategy.

One of the main requirements of HVM systems is to prevent unauthorised vehicles from getting close to or entering a site, public space, or building, and protecting pedestrians. HVM measures can be applied to a wide range of applications including but not limited to: public spaces, stadiums and venues, utility sites, and shopping centres.

At Jacksons we have a range of PAS 68 and IWA 14 rated barriers, fencing, gates, and bollards designed specifically to mitigate vehicle-borne attacks. Capable of halting an HGV, our hostile vehicle mitigation products and vehicle security barriers provide an unobtrusive security solution.

Understanding crash fencing and gate standards

Our hostile vehicle mitigation products are either rated to PAS 68 or IWA 14.

The PAS 68 standard is probably the most detailed standard and identifies the type of attack, details of the vehicle, the force of the attack, speed and weight, the angle of attack and the penetration along with the dispersal of major debris from the attack.

As an example, the classification for a bi-folding speed gate (40mph) is PAS 68:2010 V/7500[N2]/64/90:0.8/0.0

  • V= Impact test type (vehicle)
  • 7500 = Test Mass of Vehicle in kilograms
  • N3 = ECE Vehicle Classification (2 axle rigid, 18tonne GVW, Day cab)
  • 80= Impact speed
  • 90= Angle of test impact (90 degrees)
  • 7.3 = Vehicle penetration in metres measured at a fixed point on the vehicle chassis
  • 21.4 = Dispersion, in metres, of debris weighing more than 25kg

    Similar to PAS 68, the IWA 14 rating starts with the type of test that was conducted, which, in this case, was a vehicle test. This means that an actual vehicle was crashed into the bollard to certify the product.

    IWA 14-1 differs from PAS 68 in that vehicle tests are the only method used, while PAS 68 also allows for simulated and pendulum tests.

    As an example, the classification for our road blocker is IWA 14-1:2013 V/7200[N2A]/80/90:06

    The method of testing - V (vehicle), type of vehicle with the category in brackets, the weight of the vehicle -7200kg, the impact speed - 80km/h, the angle of attack - 90 degrees, the penetration - 0.6m.

  • PAS 68 Bi-Folding Speed Gate: Capable of blending in with any building or site perimeter line, our Bi-Folding Speed Gates provide a discreet vehicle mitigation solution. The gate offers a six second open/close time and requires minimal foundations.
  • Static PAS 68 Bollards: Our static bollards are made from heavy gauge steel and hot-dip galvanised to provide a long lasting security solution. Able to stop a heavy goods vehicle in its tracks, the static PAS 68 bollards are ideal for a range of applications including data centre security or commercial premises.
  • Automatic Crash Bollards | K4, K8 and PAS 68: Our high security retractable bollards are an ideal solution for mitigating vehicle attacks. Features include hydraulic operation, hot dipped galvanised finish as standard, and the option to operate each bollard separately, making them a great solution for data centres, high risk sites, power stations, public spaces, airports, and government facilities.
  • Linebacker PAS 68 Crash Fence: Linebacker is a cable crash fence capable of stopping a 7.5 tonne HGV travelling up to 50mph (80kph). The cable can be retrofitted to reinforce any existing security fencing and acts as a stand-alone system for perimeter protection.
  • Linebacker PNR: A covert high performance PAS 68 crash fence with the outward appearance of a traditional timber post and rail fencing system.
  • Crash Rated Shallow Mount Blocker: The Crash Rated Road Block is an IWA 14 rated, high security device installed in the ground which can be activated to prevent access to a site.

It was originally created in 2005 by the British Standards Institute (BSI), which is appointed by the UK government as the National Standards Body that helps improve the quality of products, services and systems.
