New legislation that develops minimum security fencing standards for residential pool owners in Quebec, Canada, has come into effect this week.

Covering security fencing, ladder installations, gates, pool covers and minimum distances between pools and heating and water filtration systems, the new legislation is the first of its kind in the country, according to the Montreal Gazette.

One particular rule, which requires four-sided security fencing to be installed around pools, has been especially welcomed.

Laurent Lessard, minister of municipal affairs for Quebec, told the news provider safety at residential pools must be tackled.

"Safety and prevention around backyard pools are everybody's business.

"It is important to remember that the most effective and safest way to save lives is to exercise extreme vigilance," he said.

Canada's National Drowning Prevention Week runs alongside the announcement of the new rules. There have been 222 pool drowning incidents between 1986 and 2005.

Last month it was suggested that security fencing could also help protect expensive gardens. A survey by Confused.com showed that items held in the average garden equate to £825.
