Many employers are not doing enough to ensure safety in the workplace, the Royal Society for the Prevention of Accidents (RoSPA) has said, which could include the use of security fencing.
A recent survey of more than 500 UK firms, undertaken by legal practice Norton Rose, found that 59 per cent believe health and safety laws are "about right", with 34 per cent saying they are too austere.
But while many businesses are making "millions of good decisions" every day in relation to keeping people safe, many others are not doing enough to ensure safety, said Roger Bibbings of RoSPA.
Mr Bibbings said developing focussed health and safety management systems, instead of "disjointed, one-off interventions", is crucial if good workplace safety is to be maintained.
"In the workplace, health and safety culture is a good thing, saving lives, preventing injuries and helping to cut costs and promoting efficiency, which is particularly important when times are tough," Mr Bibbings said.
