Campaigners are being forced to pay for the replacement of security fencing that was pulled up in Kidderminster.
Steve McCarron, Vanessa Wright and Anthony Barnett were also served with an injunction that stops them from interfering with fencing and other man-made structures on Hartlebury Common.
It follows an emergency injunction that was taken out last month after 800 metres of fencing, designed to be protecting wildlife while conservation work was taking place, was ripped up, reports the Kidderminster Shuttle.
Andy Maginnis, county council countryside service manager, told the news provider that he is "pleased" with the outcome.
He added: "At the same time, we're disappointed that we were forced to take such action to protect this special site, which is enjoyed by thousands of people each year, against this type of vandalism."
Kidderminster also saw extra security bollards put up across town to stop travellers from abusing a local beauty spot.
