According to the Braintree & Witham Times, the local council moved to install the £5,000 fence, surrounding a playing field in the Twelve Acres area of the town, last month.
It was put up in direct response to concerns about anti-social behaviour in the area, with residents claiming that moped riders, vandals and noisy youths had plagued the site for two years.
But some residents in Twelve Acres oppose the fencing, saying it has blocked a shortcut parents and children have used to get to school.
They have organised a petition of 118 signatures and given it to the local committee.
Now, members of residents' group Braintree East Pride have been asked to attend a public forum to discuss all concerns.
Commenting on the story on the newspaper's website, one contributor said: "An old saying of, you can't have your cake and eat it too ... seems true in this battle of wills in Braintree."
