The 3,000-seat Bowl will host the Commonwealth Youth Games in September 2011 and will act as a lasting legacy to the event, Isle of Man Today reports.
It was also be used for football and rugby matches, schools sports tournaments, and could host big-name music acts.
With the security fencing going up around the site's perimeter this week, it is hoped the Bowl could be open by May 21st.
Director of tourism Mike Ball told the news provider: "It's looking very green. The synthetic pitch is down and the contractors are on schedule to finish on time – and there's a very good chance they'll be ahead of time."
The island recently welcomed a new Lieutenant Governor, Adam Wood. He is the Isle of Man's 29th Crown representative.
