A head teacher has said the safety of the pupils in his care cannot be guaranteed without security fencing.
Kevin Lynch, head of Golden Valley Primary School in Nailsea, wants to install the fencing to stop people wandering onto the site during school hours.
The school is surrounded by playing fields and is close to a public bridleway.
Speaking at a planning committee meeting about the school fencing proposal, Mr Lynch said dog walkers, horse riders and cyclists were disturbing lessons by passing through the school grounds and had ignored requests to move away.
He also said there was a problem with vandals who had climbed on roofs and daubed graffiti.
However, councillors are divided over the idea. Councillor Anita Heappey said building a fence would cost a lot of money which could pay for a lot of school resources, like books.
Others questioned the issue of access rights at the public bridleway, saying the site afforded lovely views.
But Mr Lynch said the issue wasn't about aesthetics but about "the safety of children and we can't guarantee the safety of our children," the newspaper reported.
"Currently there is no visible boundary around the school. We do not want to turn the site into a fortress but at the moment we feel the school is very exposed."
The fencing proposals are still in early stages and no formal movement has yet taken place.
