The installation of car parking barriers on designated sites could help Torpoint flourish, according to one councillor.
Mike Pearn, for Torpoint West, told ThisisCornwall.co.uk that additional bays in the town will help the shops, with the majority of people choosing to leave their car in the local Sainsbury's and do their shopping there.
He noted that parking is the main issue for the town, which is based on the Rame Peninsula in south-east Cornwall, and extra spaces at the other end from Sainsbury's will help people to explore the range of different, privately-owned shops.
"There aren't big stores but you can get the majority of things in the town. We've got two family-run butchers, a pet shop and a pasty shop. There are a lot of things going on," he noted.
He went on to praise the town's facilities, adding that the library is a "godsend" and a good meeting place.
"If you sit back and look at the whole picture, it's not too bad, but it needs car parking and a bit of sprucing and cleaning up," he added.
Torpoint is also linked to Plymouth by the local ferry service, and additional parking could help people travel between the two destinations.
