New security fencing planned to be built on a stretch of the M5 where a man died six years ago has been deemed "too risky" to install by the Highways Agency.
Cecil Grant died after falling 16ft from an embankment whilst trying to fix a faulty camera on the motorway in January 2006.
The coroner, who deemed the death to be accidental in 2009, wanted there to be a fence installed to ensure similar incidents did not happen again.
However, following a safety review by the Highways Agency the organisation said that the risks of installing the barrier were greater than the benefits.
A spokesman for the Highways Agency said: "We take the safety of workers and members of the public on our roads very seriously. The review did however recommend that warning signs were installed along this section of the motorway to advise of the potential hazard and these signs have now been installed."
In July 2011 two companies were fined £300,000 after pleading guilty to breaching safety regulations which were believed to lead to Mr Grant's death.
